The report, titled “Energy, Economic, and Environmental Assessment of U.S. LNG Exports,” was completed by DOE scientists and federal contractors by September 2023, but was kept from Congress despite multiple formal requests. This study contained findings that directly contradicted the administration’s public stance on LNG exports.

The concealed report’s conclusions were particularly damaging to the Biden administration’s energy policy narrative, as it found no significant impact of increased LNG exports on greenhouse gas emissions or U.S. energy prices. These findings directly challenged the administration’s January 2024 decision to pause approvals for new LNG export terminals, which they justified by citing environmental and economic concerns.

Oversight Committee Investigation Reveals Deception

Chairman James Comer began investigating the Biden Administration’s LNG export policy after their January 2024 ban on new export permits to non-Free Trade Agreement countries. The Oversight Committee requested relevant information from DOE in March 2024 and participated in a briefing in April. However, throughout this process, Biden administration officials consistently downplayed or denied the existence of completed studies on LNG exports from 2023.

“Biden administration officials, who religiously claimed to ‘follow the science,’ abandoned it to undermine American-made energy production, appease climate activists, and achieve their predetermined outcomes. As Secretary Granholm sought to weaken America’s LNG industry, the Biden Department of Energy withheld key data from both the American people and Congress in order to push forward their radical environmental agenda. President Biden and his administration will go down as the least transparent in history. I am grateful to President Trump and Secretary Wright for providing the transparency the American people deserve and for taking action to restore America’s energy dominance,” Chairman Comer said.

The deception became more apparent when a court filing by the Government Accountability Office in September 2024 revealed that DOE had indeed been conducting an LNG study in 2023. Even after this revelation, in December 2024, Assistant Secretary Crabtree claimed he was “not aware” of the 2023 study and stated that a complete study did not exist that year. These statements now appear misleading in light of the study’s release by the Trump administration.

Trump Administration Provides Transparency

President Trump’s Department of Energy, under the leadership of Secretary Chris Wright, has now provided the 2023 LNG export study to the Oversight Committee, demonstrating a stark contrast in transparency between the two administrations. Chairman Comer praised this action as restoring proper oversight and providing Americans with the information they deserve about energy policy decisions that impact national security and economic prosperity.

“And both these claims were refuted in the report that the Biden administration hid from Congress and the American public,” an official said.
